Anti-terror police found a haunting text message on the phone of the terrorist Mohamed Lahouaiej Bouhlel after he plowed through a crowd with a rented truck and killed 84 people. The latest finding confirms French detectives’ theory that a secret ISIS-linked terror network may have planned this massacre. “I have the material,” the message read. A weapons cache was found in the back of the unmarked truck, which included guns and grenades.
Prosecutors say the 31-year-old had driven down the Promenade twice in the days leading up to the massacre. Europe1 reports that he scouted the Promenade des Anglais on July 12 and July 13, and could be seen observing the scene very carefully. Forensic experts are tracing numbers on his phone and going through all of the files on his computer in an attempt to confirm the other people who were involved in the attack.

Terror chiefs posted a statement calling Bouhlel a “soldier of the Islamic State” and praised him for his actions. Before the attack, ISIS leaders urged their followers to “run over the filthy french.” Abu Mohammed al Adnani urged his followers to attack Western citizens in France, the UK, and America, saying to “run him over with your car.”
Bouhlel had a history of violence and was on medication to control his rage outbursts. Investigating sources say that his most recent appearance in court was in March, where he was found guilty of violent conduct.
